Richard Koch
Richard currently holds the position of Assistant Chief - Training.

Assistant Chief Koch started his career with Cecil County as a part-time medic in 1990. In 1991, he accepted a full time position with the agency. In 1992, he received his National Registry Paramedic certificate from Cecil College. Rick currently maintains coordination and administration of the EMT-B to P program, the American Heart Association Community Training Center, as well as the initial and continuing education for the members of the agency and the volunteers of the county. He maintains the following certifications; MIEMSS Instructor and EMT Basic Evaluator, MFRI EMS Instructor and Instructor Evaluator, ACLS and BLS Instructor, PEPP Instructor, and is listed as adjunct faculty for Cecil College.
